They're very frustrated to see other dogs running freely.. and this particular dog (look at the bottom right corner, that's Garlic) was making the atmosphere in the entire kennel worse. He deliberately ran to these little monkeys, instigating the entire kennel gang!
Havoc!
Garlic was on parole, but he was back in "jail" a few minutes later.
Look at the poor spitz above G&M: looking so confused & blur, poor dog.
